AS 14.03.127 is amended by adding a new subsection to read: (d) If the total cost to a school district for Internet services from an Internet services provider that provides more than 100 megabits of download a second is equal to or less than the amount that would have been awarded to the school under (a) or (b) of this section, the school district is eligible to receive an amount equal to the actual cost for Internet services, up to the amount that the school district would have been awarded under (a) or (b) of this section." Renumber the following bill section accordingly. Representative Carpenter moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Edgmon objected. Representative Stutes rose to a point of order regarding confining remarks to the amendment. The Speaker cautioned the member to confine remarks to the amendment before the body. AS 14.03.127 is amended by adding a new subsection to read: (d) A district that receives funding under this section shall use price as the primary factor to select the most cost-effective eligible Internet service." Renumber the following bill section accordingly. Representative Carpenter moved and asked unanimous consent that Amendment No. 2 be adopted. Representative Edgmon objected. The question being: "Shall Amendment No. 2 be adopted?" HB 193 Representative Edgmon moved and asked unanimous consent that reconsideration of HB 193 be taken up on the same day.
